The messenger has taught that the office of President of the United States is a mantle. She said, The office of the President of the United States is a spiritual office in the Great White Brotherhood. Saint Germain anointed the first president [George Washington] with the mantle, and though they may have been wicked or though they may have been good, every president since has worn that mantle. He has shaped the mantle and the mantle has shaped him.

But the individual who ran for election and won has never been the same individual after he received that mantle as before. Once he takes the oath of office and gives that inaugural address he is more than a man. He is a man with a mantle of the Great White Brotherhood, and what he is going to be depends upon what he will do with that mantle. And what he does with that mantle depends on the interplay of forces personal karma, planetary karma, individuals positioned about the president for control, for good or for ill."

The masters have explained that the President of the United States is subject to all of these karmic forces as well as the weight of public opinion, condemnation, anti-American propaganda, hatred of America, forces of darkness and black magic projected against him. He is also subject to the manipulation of the media, the impinging thoughts and feelings of millions of Americans and the expectancies of the heads of state the world around. The Mother of the Flame said, "He is a figurehead. He bears such insults as the burning of his effigy.

He bears that entire weight, and he bears it without the knowledge of the sacred fire or the use of dynamic decrees." Therefore these are the forces that we as Keepers of the Flame must deal with on behalf of the president for benefit of the whole nation.The masters have said "There is only a certain line that can be drawn, a certain stand that can be taken by anyone in embodiment, no matter how great the honor and the love and the dedication, without the assistance of the Great White Brotherhood." In fact it is difficult for a single leader to take the strong stand that is necessary on various issues.

Saint Germain and El Morya are concerned that in many cases "there are no instruments or servants who are either able to see the wisdom of our counsel, to understand it, or who are able to implement it or have the courage to do so. Some of the moves that are necessary in this hour, if espoused by one in office, would mean political suicide.

As you know, when it comes to holding and retaining office, and election time comes around, officeholders must be concerned above all with being re-elected. This often influences their position on the issues and they are not free, if they were so inclined, to stand for policies that are unpopular."

El Morya and Saint Germain have also warned of the "bureaucracy as well as servants in high places surrounding the president that are not fulfilling the best interests of the nation; that are, in fact, at odds with the president and his policies; or that do not have the background, the insight, or even the spiritual fire to be the instruments of our service." At the same time they explained, "Given the well-meaning intentions of those surrounding the president and yet the very bad advice that has been given on some occasions, you can well understand that when there are those who are not of good will, functioning at other levels in other conspiracies and orders it is most difficult to occupy that position. And few who have tried to remain independent have remained. The few who have tried to remain independent have not long remained in office. Witness, therefore, the independence of Abraham Lincoln or of John Kennedy. It was their independence and their free spirits and their determination to expose the conspiracy that surrounded them that brought about their demise."

The Goddess of Liberty explained in 1986 that few office holders are perfect but the mantle of the office that comes from the Great White Brotherhood is indeed perfect. Therefore, respect the mantle of the office of the President of the United States, which since the anointing of George Washington has been a mantle in the hierarchy of the Brotherhood.

"There have been officeholders who have scarcely understood the mantle. Some have betrayed it, some have gone against the Light [Christ consciousness] of the I AM Presence. But because the mantle itself was present, as some have remarked, the nation has survived its presidents! "

Speaking of President Reagan she went on to say, "Understand, then, that although there is a willing heart in your President, there are circumstances and individuals and even his own karma that may prevent the best use of that mantle and the wielding of it in a stronger defense of freedom. I say pray for the officeholder to come into alignment with the mantle itself. And offer the prayer upon all elected representatives and those not elected that the mantle of Christ descend."

The Goddess of Liberty explained, "The mantle itself will perform its work when invoked by you. Since it is a qualification of the representatives of the people of this nation to be the bearers of the Light and the mantle of the Christ, therefore you may invoke it. And therefore you may use the Judgment Call to demand the judgment of those individuals who have betrayed the office of Mediator, which office is essential in the interpretation and execution of the Constitution."

The masters have also voiced their concern regarding the state of the nation's consciousness, the basis on which people discriminate or not, concerning the selection of leaders in every field. The masters are even more concerned about the manipulation behind the scenes by various groups, societies, the media and those organizations that have been clearly defined before in the lectures of the messenger. We need to pray that the people see the issues and their manipulation clearly and have the Christ discernment to make right choices.

The messengers have stressed the importance of our prayers for the candidates and urge us to pray for the election of the ascended master choice candidate. These same principles apply to any election in any nation.

They have also urged us to address the platform and issues which are the key ones for the nation and its people. Morya said, "Our strategy, then, and the only solution that the Darjeeling Council can offer which comes from the very heart of Mother Mary, with the wisdom of Jesus and Kuthumi, who also serve here in our deliberations--is to recommend that you isolate those issues that are most necessary and which concern all the people and the fate of the nations, that you decree on these issues....

"This task may not be as difficult as you think, for we have seen in the past how our exposes and the calls and invocations we have dictated through the messenger at the altar, taken up by yourselves, has resulted in a change of public opinion and political climate."

The messenger said in 1979," We need to have a platform that we decree for instead of candidates that we decree for." The masters therefore advise that we educate ourselves on what the ascended master election platforms should be on the various issues, that we make the calls that the candidates take up these platforms and then choose those who espouse those platforms. And sometimes in voting for candidates, we may have to make the choice between the lesser of two evils as the messenger has explained.

El Morya and Saint Germain speaking of the presidential administration in 1984 said, "I can only tell you, with an alternative administration, things could be far worse. We desire to see them far better and we cannot say that we endorse an individual but that we stand on a platform of freedom, and we must work through those who have determined in their hearts to at least be able to lend an ear and to receive our counsel.

"Beyond this, you must realize that when the counsel is given and many voices speak and modify and rearrange and recommend other solutions, it is difficult for a single leader to maintain, even without personal knowledge, contact with our level and to take that strong stand that is necessary."

The masters remind us that if salvation is of the Lord Christ and the government must be upon his shoulders, then let us not fall into idolatry and think that the government of the United States of America is upon the shoulders of the individual who is the president.  And that living Christ as a flame, as a Christ Self, can be congruent with him and can live in that temple if God wills it so, if we will it so, if we make our wills one through our dynamic decrees.

We see the procrastination of the ancient doctrine: Messiah is coming. He's always coming, but he never comes. And the whole world waits, finally, for that one who will come to be the president or to be the leader that will be the salvation of all and everything. It is an idolatrous consciousness.

If we look to elect someone better in an election, and if he is no better, all our hopes are dashed in pieces and we wring our hands and say, "It's all over." If we say this then we have lost the whole meaning of the Teachings of the Ascended Masters. If you depend upon your outer self to be a success or a failure, you are in a consciousness of idolatry. If you physically step aside and say, "Lord Christ, God Almighty, thou who art my real Inner Self, go forth and do this thing through me," then you are in a true relationship to Almighty God and not an idolatrous relationship.

If you without God can do nothing, then the president of the United States without God can do nothing, whether he knows it or not. He has assumed that mantle. He has sought the office. He has taken the oath of office....He has made a certain commitment to occupy the office, whether his outer mind is aware of it or not. Thankfully most presidents of recent years have asked for the people to pray for them at one time or another.

El Morya says there is no time to wait for an avatar or a Son of God to be elected to office. It may be all over before that event happens. So you have to get in the right consciousness of God and you have to pray for the overshadowing of the president, whoever he is. You have to pray for him to be stripped of all the impinging forces.

"Inasmuch as there has not appeared in the land one who could bear the mantle of that office at the level of Christhood required (and unless by some miracle one should displace the candidates who have lined up), we say that the Mantle of Alpha, the Mantle of Omega, of Saint Germain and Portia shall not descend upon the next holder of that office.

As in the days of Israel when all looked for the Messiah and the birth thereof and parents prepared themselves as initiates on the Path, so in this day every chela of El Morya, out of compassion for his heart and Presence and burden, ought to consider himself in preparation to receive that mantle.

Blessed ones, you may think you are not the one, [and] therefore [you may] not prepare, but if you are [the one] and you are not prepared, upon whom, then, shall the mantle fall?

Thus, when it does come to the end of an age, as Morya has set the example, all must look to the heart, all must look to the Holy Christ Self and say, "I will prepare myself to bear this mantle or perhaps a portion thereof.  I must represent my nation under God and somehow bear physically the virtues required of one who enters the office of the President of the United States."

Spiritually speaking, beloved, see yourselves as candles on a giant cake, each one bearing that office; for the office itself must not perish from the earth.  It must not, we say.  To retain, therefore, the aura, the mind, the heart, even calling to Godfre and Lanello and the ascended Sons and Daughters of God [to place their Electronic Presence over you] is to secure, then, a continuity whereby the torch may again be passed to one who does arise and is qualified.

Every mother ought to raise her child upon her knee and dedicate that child to representing the people of a country, a state, a locale.  Every child must be reared, then, with an appreciation for representative government, honesty, fair play, teamwork (also the Holy Spirit and the [esoteric] traditions of the history of this land, those traditions of Light and Darkness, and to know the separation of the twain) and to recognize that every child of God, every Son of Light descending in this hour is dedicated by Saint Germain and Portia to embodying all of the ideals, the full momentum with which Saint Germain has endowed this nation and which is about to be lost.

Blessed ones, so long as the flame is carried in the heart, so long as that cake representing the collective consciousness of the spiritual community worldwide has thousands of candles burning upon it, keeping alive this continuity of God-government in the earth, so long shall there endure the opportunity for the representatives of the God Star to take incarnation, to take up again the calling of restoring and reestablishing the original intent of the Constitution of the United States of America.

Where shall we go to find the traditions of Liberty on earth?  We shall go to the hearts of those who keep the flame of Liberty and we shall abide there.  We shall come.  We shall give counsel.  We shall send our angels and our legions.

Let those to whom is given so mighty a salvation, a concomitant of Hierarchy, a presence so dear, throw now the refuse of their human creation once and for all into the consuming fire of God and, hearing the call of the Angel of Unity, remember that you are brothers and sisters, sons and daughters of Alpha and Omega."

In past elections when our movement reversed the tide of the condemnation of America and the president, and gave the judgment call in a concerted way, we have seen a turning point when the president became literally a new individual. The messenger told us that by our dynamic decrees those burdens, which would bow down any normal human being, had been removed. The President could stand up tall, feel that current of El Morya as we feel it, and actually sense the divine direction that came upon him. His stature could increase greatly in the eyes of the people, not because of himself but because of Almighty God.

The messenger exhorts us to "realize that it is our solemn duty to uphold Saint Germain in the White House, no matter what we think of the vehicle. If the vehicle is an old rusty tin cup, we have a responsibility to respect and uphold and pray for the office. The protection is of the office itself, the right of an individual in the United States of America to hold an office of the Great White Brotherhood which is the highest office in our land."

• Ask Saint Germain, Morya, Godfre, the Goddess of Liberty and other
  ascended masters to overshadow the President, the candidates and all
  elected officials.
• Call to Cyclopea and the Great Divine Director to discern the issues
  and guide the people to choose the ascended master choice candidate.
• Use the science of the spoken word for the judgment of the forces of
  anti-Christ that work against the President and his cabinet.
• Give the Election Decrees 7.13, 7.13A, 7.13B and 7.14 written by
  Mark Prophet.
• Give Decree 7.12 for the Protection of the Office of the President of
  the United States regardless of who occupies that office.
• Give a perpetual novena to the Immaculate Heart of Mother Mary,
  unbroken at least through the November elections in this nation as the
  Blessed Mother has requested.
